EAC LVD + EMC Certification
To import certain electrical devices to Russia and other Customs Union countries (Belarus, Kazakhstan, Kyrgyzstan, Armenia), an EAC Certificate or Declaration of conformity with Technical Regulations TR CU 004/2011 “On safety of low-voltage devices” and TR CU 020/2011 “Electromagnetic interference of technical means” is required. How do I know that my product is subject to TR CU 004/2011 & 020/2011?
Technical specifications and HS code must first be examined. If your product is considered to be a low-voltage device (nominal voltage from 50 to 1000V) and can generate or is dependent on electromagnetic interference, then a Certificate or Declaration of conformity with TR CU 004/2011 LVD + TR CU 020/2011 can be required.
Do I need Certificate or Declaration?
Your product can be subject to either Certificate or Declaration of conformity. The required approval type is defined by a Notified body based on the Technical Regulation. In case a product is not subject to mandatory certification, an Exemption decision can be issued.

What documents do I need to prepare for LVD & EMC Certificate?
- Factory test reports
- Technical description of products
- Technical passport and/or operating manual in Russian
- GLN (Global Location Number) of all production sites
- Certificates / Declaration with EU directives (if any)
When product is subject to both TR CU 004/2011 LVD & TR CU 020/2011 EMC and/or TR CU 010/2011 Machinery, all two/three Technical Regulations can be included in one Certificate or Declaration. These are the only TRs of the Customs Union that can be united in one approval document.
In certain cases, electrical equipment can be subject to TR CU 037/2017 RoHS depending on the technical characteristics and HS code of the product.

1. Lead time?
2-10 working days for Declarations & 5-20 working days for Certificates.
2. Validity period?
EAC TR CU 004+020 Certificate or Declaration is valid 5 years maximum.
3. Valid in Russia only?
EMC & LVD documents are valid in all 5 countries of the Customs Union.
Electric ex-proof devices with nominal voltage from 50 to 1000V are not subject to TR CU 004/2011 LVD. They must be certified according to TR CU 012/2011 “On safety of equipment operating in hazardous environments” and TR CU 020/2011 EMC.
