Inspection Control and Site Audit: Temporary EAC Certification Measures | COVID-19
Due to a complicated situation with the coronavirus COVID-19, the Russian Ministry of Trade and Industry, together with the Ministry of Economic Development and National Accreditation System (Rosaccreditation) have developed special recommendations aimed at solving current certification issues and minimizing the aftermath of the COVID-19 outbreak.
The recommendations were discussed at the meeting on March 12, 2020 by the representatives of the Ministry of Economic Development, industrial associations and certification bodies. The central issues of the recommendations are annual inspection control and site audit (when issuing serial EAC certificates) that in many cases should be postponed or even avoided when possible.
Already issued serial production EAC certificates are subject to annual inspection controls.
Site audits and annual inspection controls impliy that one or more experts accompanied by a manager from WWG are going to inspect the production site and select samples on-site, if needed.
Please note that the following measures apply to EAC certificates of conformity only. EAC declarations of conformity are not subject to the new restrictive measures.
The temporary measures are the following:
- For valid Certificates for serial production: if the next scheduled inspection control falls in the period associated with the spread of COVID-19, the inspection control is to be postponed for the period of up to 6 months.
Note that the deadline for conducting inspection control on such certificates of conformity should not exceed 3 months from the date of exclusion of the country in which the products are manufactured from the List of countries with COVID-19.
- For valid Certificates for serial production, which expire in the period associated with the spread of COVID-19: the certification body that conducted the inspection control of these certified products may renew the certificate for serial production, taking into account the positive results of the latest inspection control.
The next inspection control must be carried out within a period not exceeding 3 months from the moment of exclusion of the manufacturer’s country from the COVID-19 affected areas list.
- For products that are certified for the first time and products which the certificate has expired for: only certificates for a batch or for a single product can be issued to avoid site audits.
