Case study: EAC Certification of Heat Exchangers TR CU 010/2011 & TR CU 032/2013 | WWG
This case study will focus on heat exchanger certification. WWG has conducted a number of certification projects of this type of equipment. Based upon our experience, we would like to describe the case in details.
Product: Heat Exchanger
To export heat exchangers to the Customs Union (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan), declarations and/or certificates of conformity to TR CU should be obtained.
Requested approvals to export heat exchangers to TR CU: Heat exchangers may fall under technical regulations of the customs union TR CU 010/2011 “On safety of machinery and equipment” and TR CU 032/2013 “On safety of the equipment operating under excessive pressure”.
TR CU 032 PED: HS code, type of heat exchanger and technical characteristics determine type of conformity assessment document.
Thus, heat exchangers can fall under Certificate or Declaration conformity with TR CU 032/2013 “On safety of the equipment operating under excessive pressure” or even be exempted from this TR CU 032 PED.
Documents needed for TR CU 032 (PED):
- Application (completed by WWG, verified by Local representative*);
- Articles of incorporation of the Local representative* (CU resident) (State Registration Certificate, Tax Registration Certificate, Charter);
- Technical description of all declared products in Russian – we can assist with translation for an additional charge;
- Copy of the valid contract with Local representative* (CU resident) with the Liability Clause (prepared by us, verified by the manufacturer and the Local representative);
- Technical documents in Russian in accordance with TR CU 032/2013 (Technical passport, Operating Manual, Safety justification, Strength calculations, and some others) – we can assist with elaboration of these documents and with translation into Russian;
- Test samples may be required and/ or production site audit (in case of Certificate);
- Test reports on the equipment issued by the manufacturer, a person authorized by the manufacturer and/or an accredited testing laboratory (if available);
- ISO certificate (if available).
TR CU 010 Machinery: As a rule, heat exchangers fall under Declaration of conformity to TR CU 010/2011 “On safety of machinery and equipment”.
Documents needed for Declaration of conformity to TR CU 010 (Machinery):
- Application (completed by WWG, verified by Local representative*);
- Articles of incorporation of the Local representative* (CU resident) (State Registration Certificate, Tax Registration Certificate, Charter);
- Technical description of all declared products in Russian – we can assist with translation for an additional charge;
- Copy of the valid contract with Local representative* (CU resident) with the Liability Clause (prepared by us, verified by the manufacturer and the Local representative);
- Safety justification (we can help and elaborate it);
- Test samples may be required;
- Test reports on the equipment issued by the manufacturer, a person authorized by the manufacturer and/or an accredited testing laboratory (if available);
- ISO certificate (if available).
* In accordance with the decision of the Eurasian Economic Commission it was approved that all TR CU require a Local representative that is a legal entity registered in the territory of the Customs Union. WWG offers the Local representative service to provide foreign producers with the necessary support.
How long does it take to issue TR CU 032/2013 & TR CU 010/2011 Certificate and Declaration?
- Lead time for Declaration is 10-15 days, after providing all the necessary documentation and test samples to the lab; tests – 15-20 days
- Lead time for Certificate is 20-25 working days, after providing all the necessary documentation, site audit and samples tests; tests – 15-20 days
Certificate and declaration can be obtained for a period maximum of 5 years or for a batch.
