Exemption (refusal) letter vs. Exemption decision in 2019
Exemption letter is a document confirming that a product does not fall under mandatory EAC (TR CU) certification. This document helps to pass customs clearance smoothly. As a rule, exemption letter contains the following: “In accordance with the requirements of a technical regulation, the following products are not subject to mandatory confirmation of compliance in the form of a mandatory declaration or certification”.
In order to apply for it, basic technical information is required. Lead time: 2-10 working days.
Exemption decision is more than just an information (explanatory) letter. This document is issued after applying for an EAC declaration / certificate. In case products do not fall under mandatory EAC (TR CU) certification, a certification body issues a conclusion in the name of the Applicant, which states that the following products do not fall under this or that technical regulation.
In order to apply for it, a full package of documents is required (applicant contract, layouts, schemes, drawings, operational documents, etc.). Lead time: 2-10 working days.
Exemption decision costs higher than exemption letter and is regarded to be a more valuable document. Customs officers and end customers in Russia prefer an exemption decision more than exemption (refusal) letter.
