Updates to the TR CU 010/2011 ”On Safety of Machines and Equipment” Were Published | 2021
On June 1st, a project of changes to the TR CU 010/2011 “On Safety of Machines and Equipment” were published. It is planned to publish the project approved by all states members of Customs Union (Russia, Belarus, Armenia, Kyrgyzstan, Kazakhstan) in October, 2022. Here is a brief description of the suggested updates.
Field of application
The following equipment has been excluded from TR CU 010/2011:
- electrical and electronic products, including household
- machines designed and manufactured specifically for research purposes and intended primarily for use in laboratories
- mine lifting installations
- machines for moving scenery during theatrical performances
Machines and equipment intended for use by persons with disabilities are included to the TR CU 010/2011.
The list of products subject to the Certificate of conformity is supplemented with the following products:
- Woodworking machines for household use
- Off-road vehicles, other than heavy-duty vehicles (including ATVs, recreational vehicles, snowmobiles, snowmobiles), and trailers for them
- Lifts and tippers for vehicles and trailers
- Agricultural machinery and equipment
- Universal energy products
- Industrial tractors
- Special purpose trailers
- Means of small-scale mechanization of horticultural and forestry applications, mechanized, including electric, small-sized tractors with a nominal engine power of up to 19 kW
- Machinery and equipment for animal husbandry, poultry farming and feed production
- Mechanized instruments (electric, hydraulic, pneumatic)
- Gasoline-powered saws, electric chain saws
- Mining machines and mining equipment
- Machinery and equipment for ventilation and dust suppression: mine fans; dust collection and dust suppression equipment; oxygen compressors
- Lifting and transport machinery and equipment (including facade construction lifts, escalators, passenger conveyors, travelators, cable car equipment), lifting cranes, lifting platforms for low-mobility groups of the population.
The following products are excluded from the list of products subject to Declaration of conformity with TR CU 010/2011:
- milling cutters
- circular saws with carbide plates for processing wood materials
- tools made of natural and synthetic diamonds
- tools made of synthetic superhard materials based on boron nitride
- abrasive tools, abrasive materials
Operational documents should now include the following information:
- information about the design, operating principle, characteristics (properties) of machines and (or) equipment
- instructions for installation or assembly, adjustment, maintenance and routine repair of the machine and (or) equipment (if necessary)
- instructions for the use of the machine and (or) equipment for its intended purpose and safety measures to be observed during the commissioning and operation of the machine and (or) equipment
- service life (resource) of the machine and (or) equipment (for machines and (or) equipment used at hazardous production facilities – the assigned service life, the assigned resource)
- a list of critical failures, possible erroneous actions of personnel that may lead to an incident or accident
- personnel actions in the event of an incident, critical failure or accident
- criteria for limit conditions (if necessary)
- instructions for decommissioning and disposal
- information about the qualifications of service personnel
The term “Safety Justification” is clarified. Now it means a set of documents, containing a risk analysis and (or) information on design, operational, technological documentation, test results on the minimum necessary measures to ensure the safety of the machine and (or) equipment at all stages of its life cycle.
Also updates to TR CU 010/2011 prohibit the manufacture of machinery and equipment from any used elements, except for machines made for personal use.
