TR CU 004/2011, TR CU 020/2011, TR CU 037/2016 RoHS Russia: New Amendments to the List of Products | 2020
On July 22nd, 2020, began a public discussion of the draft decision of the EEC board "On amendments to some decisions of the Board of the Eurasian Economic Commission”.
The changes will affect three decisions of the Board, which approved the lists of products, in respect of which the submission of the customs declaration must be accompanied by the submission of a conformity assessment document (or information about it).
These are lists of products subject to conformity assessment to the requirements of technical regulations:
- "On the safety of low-voltage equipment" (TR CU 004/2011);
- "Electromagnetic compatibility of technical equipment" (TR CU 020/2011);
- "On the restriction of the use of hazardous substances in electrical and electronic products" (RoHS Russia, TR CU 037/2016).
The proposed changes provide for the addition of the lists with the new HS Code (EAEU customs code / customs tariff number). In particular, it is proposed to include the HS code “8539 50 000” after the HS code8539 31” to the paragraph with light sources and lighting equipment. According to the customs tariff number, this code belongs to light-emitting diode lamps.
At the same time, the lists of products requiring a conformity assessment document with Technical Regulations for Low-voltage equipment (TR CU 004/2011 LVD) and Electromagnetic compatibility (TR CU 020/2011 EMC) require the mandatory submission of a Certificate of Conformity for lighting equipment at customs. In order to prove conformity assessment for RoHS (TR CU 037), a Declaration of Conformity is required.
In addition, these amendments also establish the possibility to submit not the document itself, but information about it for the specified list of products on the restriction of the use of hazardous substances.
Discussion of the amendments will last until September 5th.
