New Changes Introduced into EAC TR CU 004/2011 LVD and 020/2011 EMC
On August 19, 2022, Decisions of the EEC Board No. 113 and No. 114 dated August 16, 2022 were published. The decisions described the procedure for introducing amendments into the technical regulations for low-voltage equipment and electromagnetic compatibility for import to Kazakhstan, Russia, Belarus, Armenia and Kirgizstan.
The changes in question are described in the Decisions of the Council of the Eurasian Economic Commission No. 90 and No. 91 dated June 10, 2022. They are concerned with the TR CU 004/2011 “Low-voltage equipment” and TR CU 020/2011 “Electromagnetic compatibility of technical means”. The main changes are as follows:
- Categories of products that are not subject to TR CU 004 LVD and TR CU 020 EMC are clarified
- New definitions are included and existing definitions are clarified
- Requirements for operational documents are specified
- New positions have been added to the lists of products subject to certification
Other changes are concerned with the notions of “Importer” and “legal entity authorized by the manufacturer” that have been supplemented and specified.

New decisions of the EEC Board established that approval documents issued or accepted before the date of entry into force of the decisions in question are valid until their expiration date. Production and release into circulation of certified products is allowed before the expiration date of the documents. Also, according to the decisions, the circulation of certified products is allowed during the service life of these products.
The decisions will come into force 30 days from the date of their publication.
