FSS (FSB) Will Stop Providing Original Hard Copies of FSS Notification After Registration | 2020
Russian Federal Security Service, also known as FSS or FSB, that carries out the registration of products with encryption capabilities will no longer provide original hard copies of issued FSS Notifications to their applicants.
FSS Notification is issued for electronic devices with encryption capabilities and are mentioned in the list of products subject to FSS Notification.
Initially, after registration of FSS Notification in the official registry, the FSS would provide an original hard copy of the registered document to the applicant. The copy of this original document would then be used during customs clearance to prove that product’s encryption functions are registered by the FSS.
Recently, the FSS informed the applicants that it will no longer provide original hard copies of issued FSS Notifications to the applicants. Instead the authority recommended the importers to use the information from the official registry on the issued document during customs clearance. It was stated that the record from the registry is sufficient to fulfill the requirements.
FSS Exemption letters that are issued for products with encryption capabilities, but are not mentioned in the list of products subject to FSS Notification, will still be provided to their applicants in the form of original hard copy.
It is currently unclear whether this measure was adopted on permanent or temporary basis.
FSS Notification or Exemption Letters takes 15 – 20 working days to register after all required documentation is provided. One of the requirements to issue a notification or an exemption letter is to provide an original hard copy of a notarized and apostilled Power of Attorney from the manufacturer to the applicant.
