FSS Exemption letter
From the end of June 2018, Federal Security Service (FSS) started issuing FSS Exemption letter.
FSS Exemption letter has the same force as FSS Notification and should be obtained for the products which contain encryption (cryptographic) means but are not indicated in the list of products subject to FSS Notification (list with HS codes).
The procedure of obtaining both documents is the same. Both documents are required for customs clearance. The main difference between FSS Notification and FSS Exemption letter is that FSS Notification is registered in the Registry and FSS Exemption letter not.
Please note that only resident of the Customs Union can be Applicant for FSS Exemption letter. If necessary, WWG can provide Local representative service for free.
The following documents are required to issue FSS Exemption letter:
- Exact list of models/product names,
- Exact name, telephone number and address of the manufacturer,
- Legalized (apostilled or approved by consulate) power of attorney (POA)* from the manufacturer (hard copy).
The lead time is up to 15 working days* after we receive all required information and documents from manufacturer.
*Apostilled and notarized power of attorney (POA) from the manufacturer to the Local representative (Resident of the Customs Union) certifies that the Local representative may submit documents to FSS and register exemption letter for certain equipment. From our experience it takes at least 2 weeks for manufacturer to issue and provide such POA.
