EAC TR CU 004, TR CU 020 and FSS Requirements for KVM Receivers and Transmitters
KVM (Keyboard, Video, Mouse) appliances such receivers and transmitters supplied and sold to EAEU countries (for example Russia), are subject to mandatory conformity with EAC technical regulations and FSS (FSB) requirements. Several conformity documents need to be obtained before these products can be exported to EAEU countries.
KVM receivers and transmitters are subject to:
- EAC TR CU 004/2011 “On safety of low voltage devices”
- EAC TR CU 020/2011 “Electromagnetic compatibility of technical means”
KVM receivers and transmitters require an EAC declaration of conformity with TR CU 004/2011 + 020/2011, where both technical regulations are included. KVM appliances are exempted from EAC TR CU 037/2016 “On restriction of use of hazardous substances in electrical and radio-electronic items”. Therefore, a decision of exemption from this technical regulation is usually obtain for the product. It takes 5-10 working days to issue a declaration of conformity and an exemption decision.
KVM appliances usually contain encryption capabilities, therefore FSS (FSB) requirements need to be fulfilled in order to export the equipment to EAEU countries. To fulfill these requirements, FSS notification must be obtained for each type of KVM appliance.
It usually takes 15 – 20 working days to obtain an FSS notification. One of the requirements of FSS to issue a notification is to present an original hard copy of notarized and apostilled Power of Attorney from manufacturer to applicant. It takes around 2 weeks to prepare such document, thus increasing the overall timeline.
