TR CU 032/2013 Site Audit | Case Study 2019
Certification of products that are subject to Technical Regulation of The Customs Union 032/2013 “On safety of equipment operating under excessive pressure” involves production site audit in certain cases.
Site audit is required when a product is a subject to Certificate of Conformity to TR CU 032/2013.
Additionally, when a product that is a subject to Declaration of Conformity to TR CU 032/2013 is large to be sent as a sample for testing, site audit can be conducted in order to conduct the obligatory tests at the manufacturer’s production site.
Usually two experts go to production site for audit for TR CU 032/2013:
- One expert is sent from an accredited certification body to control the overall procedure and to confirm that a production site conforms to all necessary requirements.
- Another expert is sent from an accredited laboratory and monitors the testing of samples during the audit.
A site audit usually lasts for 3 working days. A plan and a schedule of an audit may change depending on a production facility. A standard audit includes the following procedures:
- Entry control check,
- Production facility check,
- Storage check,
- Non-conformity zone check,
- Technical department check,
- Sales department check,
- Laboratory check,
- Calibration of measuring devices check,
- Tests,
- Samples selection
- Collection of necessary documents.
There is a list of documents and certificates that a manufacturer needs to provide during the audit. This list includes documents on:
- materials used,
- methods and parameters of welding conditions,
- methods and results of non-destructive testing;
- qualifications of specialists and the staff of the manufacturer (non-destructive testing specialists),
- certificates of welding technology,
- certificates of welding equipment,
- certificates of welding materials,
- welders’ certificates – if welding is performed in the production process,
- certificates of welding materials,
- copies of welders’ certificates,
- certificates of raw materials,
- relevant ISO certificates.
When all required procedures are completed and all necessary documents are collected, certification experts conclude whether or not a production site conforms to requirements of TR CU.
In June 2019 WWG conducted a production site audit for the manufacturer of flanges in Italy.
For this purpose, two certification experts accompanied by the WWG manager travelled to the manufacturer’s production facility for 3 working days.
On the first day the audit, the experts began collecting necessary documents, took a short tour through the production facility and monitored the tests.
On the next day, conducted a more thorough analysis of the facility and performed necessary checks of the site.
On the last day, all the necessary documents were collected and it was concluded that production site conforms to requirements of TR CU 032/2013.
Eventually, the manufacturer has successfully received the certificate of conformity to Technical Regulation of The Customs Union 032/2013 “On safety of equipment operating under excessive pressure”.
