Temporary Import of Product Samples: Step-by-Step Guide | Russian RFC Conclusion
Some products imported onto the territory of the Customs Union might be subject to the Conclusion of the Russian Radio Frequency Center. This approval is also known under the names RFC Certificate, RFC Statement and Radio Approval.
In order to obtain the Russian RFC Conclusion it is necessary to provide product samples. The samples should be shipped under the conditions of temporary import.
Temporary import, also called temporary admission is a customs procedure that is carried out in order to import foreign goods into the Customs Union territory for a specified period of time. In this case the importer is subject to a full or partial customs fee and taxes exemption.
Before importing samples, a Permit for temporary import of a sample should be issued. This Permit usually contains:
- The number of imported samples;
- The period of import (the date of export of the sample(s) from the territory of the Customs Union).
As soon as all documents for temporary import are prepared, samples can be sent to the address that WWG manager provides you with.
Before sending samples, it is necessary to coordinate the proforma invoice with the customs broker. A proforma invoice is a preliminary bill of sale that is completed before the products are shipped. It describes the imported goods and contains important information on them, such as shipping weight and transport charges.
The proforma invoice must also include the full list of components and equipment that is going to be placed in the box(es) for further sample shipment.
In addition, it is necessary to check that all samples (including individual components) have their own marking with serial number. If it is not possible to provide serial numbers for all components, these components without product markings need to be attached to the main equipment that has a serial number.
The serial number of each component is necessary so that when exporting goods, customs officers can identify that this is the same equipment that was previously imported on a temporary basis.
