EEC Council approved technical regulations for pipelines TR CU 032 “PED”
The EEC Council approved the technical regulations of the Eurasian Economic Union "On requirements for trunk pipelines for the transportation of liquid and gaseous hydrocarbons" related to TR CU 032/2013 “On safety of the equipment operating under excessive pressure” (“PED”). It will enter into force on July 1, 2021.
The document establishes mandatory requirements for the application and execution of trunk pipelines for the transportation of liquid and gaseous hydrocarbons during design (including engineering surveys), construction (reconstruction), operation (acceptance and commissioning, conservation), disposal (liquidation), as well as assessment rules in their correspondence.
The technical regulations consider the main pipeline as a single production and technological complex, consisting of interconnected objects and structures, and intended for the transportation of liquid or gaseous hydrocarbons
It does not apply to pipelines of gas distribution and gas consumption networks, pipelines of autonomous gas supply networks and automobile gas-filling compressor stations, offshore pipelines, field and inter-field pipelines, pipelines for transporting a wide fraction of light hydrocarbons and liquefied hydrocarbon gases, as well as pipelines intended for the implementation and provision of technological processes of production and (or) processing of hydrocarbon raw materials.
The requirements of the technical regulation do not apply to the objects: put into operation before the date of the entry into force of the technical regulation; construction (reconstruction) of which is carried out in accordance with the project documentation approved or sent for state expertise before the date of entry into force of the technical regulation; construction (reconstruction) permission of which was submitted before the date of entry into force of the technical regulation.
Mandatory requirements for trunk pipelines are based on the requirements of the current regulatory documents of the Customs Union and also take into account the analysis of acts of international technical regulation systems.
The adoption of the technical regulation will ensure the functioning of the gas, oil and oil products transportation systems, as provided for by the programs for the formation of common markets for gas, oil and oil products of the Union (approved by the decisions of the Supreme Eurasian Economic Council on December 6, 2018 No. 18 and No. 23, respectively).
