KM Classification in Russian Fire Certification Is Under Discussion | 2021
On May 3, 2021, introduction of amendments to the Federal Law dated July 22, 2008 No. 123-FZ "Technical Regulations on Fire Safety Requirements" were discussed.
The main changes might affect the adjustments of the definitions of the requirements concerning the indicators of the fire hazard of substances and materials.
The issue of excluding the table with the fire hazard class of the KM building material is being discussed, and that the tables in which the KM class is indicated might contain a list of specific fire hazard indicators.
Currently KM (according to the test result) is written in the certificate. If the changes are approved, this indicator is out of use. Then fire indicators will be indicated instead of KM.
For instance, the Table 29 “The area of application of decorative and finishing, facing materials and floor coverings in halls, with the exception of floor coverings of sports arenas of sports facilities and floors of dance halls”, currently contains KM classes:

If changes are approved, KM classes might be replaced by fire hazard indicators.
The fire hazard of construction, textile and leather materials is characterized by the following properties:
- Fire behavior (combustibility). Building materials are divided into combustible (G1-G4) and non-combustible (NG);
- flammability (B1-B3);
- the ability to spread the flame over the surface (RP1-RP4)
- smoke generating ability (D1-D3);
- toxicity of combustion products (T1-T4)
It is being discussed to specify the indicators like this:
