Hygienic Certificate in Russia
State registration certificate (SGR, also often referred to as a Hygienic Certificate) is an official document used in the Customs Union (Russian Federation, Kazakhstan, Belorussia, Armenia and Kirghizstan) that guarantees that product complies with the CU sanitary and epidemiological requirements. The detailed list of the products subject to state registration is stated by Decision of the Customs Union Commission №299 dated May 28, 2010 “On application of sanitary requirements in the Customs Union” (Appendix 1).
The state registration certificate is issued for a single category of goods and it may include only the same type of products. Sometimes it is impossible to include whole product combination in one document. Depending on field of application and product composition it might be necessary to obtain several state registration certificates.
The state registration certificate may be issued to two categories of applicants: Foreign manufacturer, or Resident of the Customs Union. According to new rules (Decision № 80 dated July, 2017), only Resident of the Customs Union may be the applicant for Hygienic certificates. This rule will come into force on June 1, 2019 but we recommend using CU resident as an applicant now.
The validity term of the certificate is unlimited. It means that after the first certification of goods, you should not worry about recertification.
If the product is not subject to obligatory SRC, an Expert conclusion, also known as Voluntary sanitary registration, may be obtained. It takes 3 weeks to obtain this type of document.
