EAC Certificate of Conformity to TR CU 004/2011 and TR CU 020/2011 | Case Study (2019)
Certain low voltage electric devices that are associated with electromagnetic interference exported to countries of EACU are subject to two technical regulations: TR CU 004/2011 and TR CU 020/2011.
Technical Regulation of the Customs Union 004/2011 “On safety of low voltage devices” also known as “LVD”, applies to electric devices with nominal voltage from 50 to 1000 Volts. Technical Regulation of the Customs Union 020/2011 “Electromagnetic compatibility of technical means” also known as “EMC” applies to devices that can generate or are dependent on electromagnetic interference.
The devices that need to be certified for both of these technical regulations don’t need to obtain a declaration or a certificate for each of these technical regulations. Such products may obtain a single declaration or certificate that will include both TR CU 004/2011 LVD and TR CU 020/2011 EMC. In this case, the tests on samples are conducted for two regulations and, as a result, two test reports will be issued.
The combination of several technical regulations may happen only when a product is a subject to TR CU 004/2011 LVD and TR CU 020/2011 EMC and/or TR CU 010/2011 “On safety of machines and equipment”. Other technical regulations of the Customs Union can only be indicated alone in a declaration or a certificate.
When it comes to issuing an EAC Certificate for these technical regulations, only 1 production site audit is required. During the production site audit, the experts will select the samples that will eventually need to be sent to the laboratory.
Ex-proof electric devices with nominal voltage from 50 to 1000 Volts are not subject to TR CU 004/2011 and will instead need to be certified for TR CU 012/2011 “On safety of equipment operating in hazardous environments” and TR CU 020/2011 “EMC”.

- Appliances
- Mobile phones
- Portable chargers
- Access points
- Luminaires
In September 2019, WWG conducted a production site audit that was required to issue an EAC certificate of conformity to Technical Regulation of the Customs Union 004/2011 “On safety of low voltage devices” and Technical Regulation of the Customs Union 020/2011 “Electromagnetic compatibility of technical means” for recessed luminaire.
The accredited expert from the Russian certification body travelled along with the manager from WWG to manufacturer’s production facility. The site audit lasted for 1 day.
As a result, the certification team has performed an overview of the factory, selected product samples to be sent for testing and concluded that manufacturer’s production facility conforms to the necessary requirements. After the samples will go through the tests in the laboratory, based on the successful results, the certification body will register the certificate of conformity.
