DoC or CoC TR CU 017/2011 “On safety of light industry products”: clothes layer matters
Products of light industry (textile goods) exported to Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan should be certified in accordance with Technical Regulation of the Customs Union (TR CU 017/2011) “On safety of light industry products”.
There are two types of documents in this technical regulation: EAC Declaration and EAC Certificate. Type of document depends on layer of clothing.
Thus, 1st layer are products in direct contact with the skin: socks, underwear, swimwear, tops, etc ; 2nd layer - products having limited contact with the skin: pants, jeans, pullovers, cardigans; 3rd layer - coats, jackets, suits lined, envelopes for newborn etc.
1st layer requires Certificate of Conformity with TR CU 017/2011 “On safety of light industry products”. This document is usually more expensive and site audit is obligatory to obtain such a document. Please note that Certificate also requires annual inspection control fee in order to extend validity of the document up to 5 years.
2nd and 3rd layers require Declaration of Conformity with TR CU 017/2011 “On safety of light industry products”. Declaration does not require site audit and annual inspection control fee and as a rule the cost of this document is the same for 1/2/3/4 and 5 years validity.
Please be advised that for both documents samples are obligatory. Due to new changes EAC Declaration should contain the number of cargo customs declaration that is usually provided by a shipping company.
