Amendments to Technical Regulation 019/2011 “On the safety of personal protective equipment” Took Effect on November 27
November 27, 2019, amendments to the technical regulation of the Customs Union “On the safety of personal protective equipment” (TR CU 019/2011), adopted by Decision of the EEC Council dated May 28, 2019 No. 55, are taking effect.
The amendments relate to the specification of the scope of technical regulations and individual requirements for personal protective equipment.
Protective helmets for drivers and passengers of motorcycles and mopeds, which were covered by the technical regulation “On the safety of wheeled vehicles” (TR CU 018/2011), and certain categories of personal protective equipment designed or modified to protect against bacteriological (biological) agents and radioactive materials that can be used for military purposes, from toxic chemicals used in chemical weapons, and chemicals used against riots are now exempted.
The list of products that are subject to this technical regulation was supplemented by personal protective equipment for hands and feet with protection from water and solutions of non-toxic substances.
Separate requirements for suits with isolation from water and solutions of non-toxic substances, PPE from mechanical impact, as well as filtering PPE of the respiratory system were specified. In addition, the technical regulation was supplemented by the requirements for a filter self-rescuer designed to protect a person from toxic combustion products during rescue and evacuation in case of fire, as well as PPE of hands and feet with protection from water and solutions of non-toxic substances. For PPE of the hearing organs, the form for confirming compliance with the declaration for certification has been changed.
By the decision of the EEC Board of August 6, 2019 No. 134 was established the procedure for the introduction of amendments, which provides that documents on the assessment of conformity of PPE to the mandatory requirements established in the technical regulation issued or adopted before the day the amendments take effect (November 27, 2019) are valid until their expiration date.
Release of products in the presence of such conformity assessment documents is allowed before their expiration date. The circulation of such products is possible during its service life or shelf life.
