Who can be an applicant for certificates in Russia?
In accordance with the legislation, approval documents require an Applicant who is the resident of the Customs Union or Russia, so the foreign manufacturer cannot be applicant. Note that if representative office in Russia is not a legal resident of the country, it may not be the Applicant for certification.
This situation may seem quite complicated. That is why we decided to dig into this question. So who can be an applicant for different approval documents?
The following documents require an Applicant that is a legal entity registered in the territory of the Customs Union (Russia, Belarus, Kazakhstan, Armenia or Kyrgyzstan):
- Certificate/Declaration of compliance with Technical Regulation of the Customs Union (TR CU)
- State Registration certificate (Hygienic certificate), from 2019 CU applicant will be required but we recommend to use Customs Union applicant.
The following documents require an Applicant that is registered in Russia:
- GOST R Declaration
- FSS Notification
- TELECOM declaration
