Russian Fire Safety Certificate for Carpets | Case Study 2019
In November 2019 WWG has received a request from a foreign manufacturer for certification of carpets for the Russian market. Carpets exported to Russia are subject to national fire safety certificate. Carpets are not subject to the new TR CU 043/2017 “On Requirements for Fire Safety and Firefighting Means”
Site audit and sample testing were mandatory requirements of the certificate due to the certification scheme. Sample testing is conducted after production facility audit, where sample selection is conducted. Upon the completion of tests, carpets are assigned to a specific fire safety class (KM0 – KM5), which is indicated in an issued certificate. Update: On May 3, 2021, amendments to the Federal Law of Russia "Technical Regulations on Fire Safety Requirements" were approved. KM classes will be replaced by fire hazard indicators.
In this project, the manufacturer decided to obtain a fire safety certificate for 5 years. The applicant for this certificate could be any company including the foreign manufacturer, therefore the manufacturer was an applicant.
As soon as certificate application was registered and the dates of the site audit were assigned, manager from WWG along with a certification expert travelled to the production facility for 1 day to conduct the audit.
During the audit, the certification team observed the production process, conducted the overview of factory departments, collected necessary documents and selected the samples to be sent for testing. In the end of the site audit, the certification expert concluded that the production facility conformed to the necessary requirements.
The project implied the certification of 2 types of carpets with different composition. Both carpets were included in one certificate, however, due to the difference in the composition, samples of each type of carpets are tested separately. Carpets require 4 fire tests: Ignition, Flame spreading, Smoke generation and Toxicity.
Each type of carpets is assigned a separate fire safety class (KM0 – KM5) based on the results of the tests.
Usually manufacturer receives fire safety certificate in 25 working days after the tests are completed.
