New Customs Code of the EAEU will come into force on January 1, 2018
The issues regarding customs regulation, pension schemes and social security for workers of the EAEU states, elimination of barriers and restrictions at the Union market, technical regulation, and cooperation of the agroindustrial complex have been discussed on the Council of the Eurasian Economic Commission (EEC) that took place on April 28, 2017.
The Vice Prime Minister of the Kyrgyz Republic, Oleg Pankratov, drew attention for discussion of the draft agreement on the provision of pensions for workers of the EAEU countries. Following the discussion, it was decided to continue work on the formation of rules and norms that ensure the calculation of pensions, as well as the procedure for export of pension liabilities and accounting work experience in another State of the EAEU.
Moreover, a number of barriers limiting the development of the Union market of the EAEU have been discussed. For example, sanitary and hygienic examination procedure that entered into force in the Republic of Belarus in addition to the requirements of the technical regulations of the EAEU. Another barrier that is applied in Kazakhstan: discrepancy between the legislation of the EAEU and the procurement procedures of drugs, vaccines and other immunobiological preparations at the expense of budget funds. The absence of uniform rules of charging a security payment in sale of alcohol products was also recognized as a restriction.
The EEC Council decided to synchronize the procedures of ratification of the Customs Code of the Eurasian Economic Union. It will enter into force on January 1, 2018. The EEC Council members approved the program of work for 2017, which provides for the development of “Single Window” project in the foreign economic activity of the Member States. The EEC Council also revised the technical regulation of EAEU “On safety of products for children and adolescents”.
The draft decision of the Eurasian Intergovernmental Council on the arrangements for cooperation between the EAEU states and the Commission in the implementation and development of joint research and development activities in agroindustrial complex was approved. It will allow to use scientific potential more effectively to promote the implementation of innovative developments in the agro-industrial complex.
