Draft Amendments to TR CU 041/2017 for Chemical Products Submitted for Discussion
From July 24 to August 20, there will be held a public discussion of the draft decision on amendments to the technical regulation of Customs Union "On the Safety of Chemical Products" (TR CU 041/2017).
The discussed changes are proposed to clarify the scope of the document. So, for chemicals, the production or import of which by one manufacturer / importer is less than 1 ton per year, the "chemical" technical regulation applies to the requirements for classification, safety data sheet and warning labeling of chemical products (if these requirements are not established by other union regulations). The exception is carcinogens, mutagens and reprotoxicants of the 1st and 2nd class.
The project will also explicite the definition of the Union's register of chemicals and mixtures (if the amendments are adopted, the register will include information on substances and mixtures, the import and production of which exceeds 1 ton per year from one manufacturer / importer, with some exceptions).
It will also supplement the list of means for ensuring the safety of the circulation of chemical products with subparagraph "h", according to which it is necessary to monitor the circulation of chemical goods produced or imported in a volume of less than 1 ton.
It is noteworthy that taking into account the volume and conformity assessment, according to the amendments, only chemicals whose production and/or import exceeds 1 ton per year by one manufacturer/importer will be subject to the amendments. Chemical substances and mixtures classified as carcinogens, mutagens and reprotoxicants of class 1 and 2 will also need to be assessed for conformity.
