Case study: EAC Certification of Automotive Parts TR CU 018/2011 “On the Safety of Wheeled Vehicles” | WWG
WWG has a wide experience in EAC certification of different types of equipment. Based upon this experience, we post in our news block typical certification cases. This time we would like to tell about certification of automotive parts.
To export car parts to TR CU countries (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan) a confirmation of compliance in accordance with technical regulation of the Customs Union (TR CU) 018/2011 “On the Safety of Wheeled Vehicles" is required.
The list of products covered by this TR CU includes 98 product names, among them there are wheeled vehicles of categories L, M, N and O, intended for operation on public roads (hereinafter referred to as vehicles), as well as chassis, and also car parts, for instance:
- Automotive engines;
- Fuel tanks;
- Brake mechanisms;
- Assemblies and parts of vehicle steering (for example, steering rods, steering wheels, power steering);
- Wheels;
- Vehicle tires;
- Headlights;
- Spark plugs;
- Etc.
In most cases, confirmation of compliance is carried out in the form of a certificate; there are also products for which a declaration of conformity can be issued. For components that are not subject to certification an exemption decision can be issued. Exemption decision confirms that products are not subject to mandatory certification and help to avoid questions at customs.
Maximum validity of a certificate and a declaration of conformity to TR CU 018 is 4 years.
For certificate an inspection control should be carried out. For a 3-year validity certificate it is carried out once, after 1st year of certificate validity. For a 4-year certificate it is carried out twice, after 1st and 3rd year.
Test samples are required to pass an inspection control procedure. We can help with customs clearance of test samples.
The list of necessary documents to apply for TR CU 018 Certificate:
- Application;
- Articles of incorporation of the Local representative (CU resident) (State Registration Certificate, Tax Registration Certificate, Charter);
- Letter to the person authorized by the Manufacturer (to the Applicant);
- Product catalogue with application field;
- Test samples;
- ISO certificate – if any;
- Articles of all the declared products**.
*In accordance with the decision of the Eurasian Economic Commission it was approved that all TR CU require a Local representative that is a legal entity registered in the territory of the Customs Union. WWG offers the Local representative service to provide foreign producers with the necessary support.
**Please note that according to TR CU 018 requirements, all article numbers of automotive parts should be listed fully. No encrypted values in parts identification are allowed.
