Case study: Declaration of Conformity TR CU 020/2011, FAC (TELECOM) Russia and FSS for a Logger of Temperature Monitoring and Visibility Solution | 2020
The Logger of temperature monitoring and visibility solution is a product that requires certification for export to EAEU countries. In this article we would like to illustrate certification process of a logger of temperature monitoring which includes:
- Declaration of conformity TR CU 020/2011,
- FAC declaration
- FSS approval.
Note that in this case voltage of device is less than 50 V and TR CU 004/2011 is not required.
We would like to share our experience in Certification cases to demonstrate which solution we found in a certain project.
In order to import such equipment as a logger of temperature monitoring to the Customs Union (Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia) a number of different documents can be required. To understand what documents are needed for a product, the following information is required: HS Code and a technical description of the product with the scope
The list of necessary documents for Declaration of Conformity (TR CU) 020/2011:
- Application;
- Verified copies of Local representative’s statutory documents;
- Technical description, information about the supply voltage in Russian (we can assist with translations into Russian);
- Verified copy of the valid contract with Local representative (CU resident) with the Liability Clause;
- Photo of product;
- ISO certificate (if any);
- Certificates and declarations of conformity with the EU Directives (if any).
Valid in all EAEU countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia.
The products, which contain encryption, should obtain an FSS approval. FSS is required to pass customs clearance.
The list of necessary documents for FSS approval:
- Exact list of models/product names;
- Exact name, telephone number and address of the manufacturer;
- Legalized (apostilled or approved by consulate) power of attorney (POA) from the manufacturer (original).
Please note:
- FSS may be obtained only for one product name or group of similar products (same purpose, functional, cryptographic characteristics).
- Notification can be issued to any Russian legal entity to which the manufacturer issues a power of attorney, and all companies from the EAEU countries can use it as a basis for the release of goods (referring to the register).
- The power of attorney from the manufacturer must be signed by the person authorized to act on behalf of company and who has the right to sign the PoA.
- It is recommended to obtain the notification for 5 years since specifying an overstated period may cause questions while registration.

The list of necessary documents for FAC (TELECOM) declaration:
- Application (completed by us, verified by the Applicant);
- Technical description in Russian (we can assist with translations into Russian);
- Local representative contract;
- CE test reports (if any);
- Photos.
Please note:
- The number of TELECOM declarations is determined by the number of declared models. If there are more models, the cost will also be increased.
- As a rule, TELECOM declaration is not required for customs clearance (it depends on the customs post). This document may be asked by a Russian customer.
Validity period: Unlimited but we recommend to obtain it with 5 years validity.
