There is a number of different approvals that might be required for IT & Telecom equipment depending on their functionality:

1. Telecom Declaration / Certificate for products that connect to the common network via wired or wireless means (e.g. Ethernet, Wi-Fi, Bluetooth or a customized protocol). This regulation brought into force by Federal Law #126 «On Communications»; Foreign manufacturer can act as «Applicant» in this case. This document is valid only in Russia.
2. Radio Frequency Center approvals. Products that are imported into Russia should comply with a set of frequency requirements and power requirements to their transmitters. If your device uses a Wi-Fi b/g/n protocol but at the same time is out of allowed frequency range – manufacturer will have to obtain a RFC approval;
3. FSS Notification (Federal Security Service). According to the law all products that implement cryptographic means (APIs, algorithms like AES, RSA, WPA and even HDCP that is installed in HDMI ports) should be covered with this document. However, this document unlike Telecom Declaration is valid in all 5 countries of the CU.

How to get started
Between November 1 and December 1, 2018, the Eurasian Economic Union discusses amendments to execution process of State registration certificates (Hygienic). Amendments are provided for the Decision No. 80 of June 30, 2017, which approved the unified form of the State registration certificate, the form of the annex to it, as well as Rules for its execution.
